I know its a FOWLR tank but I thought I still needed a cleanup crew? If a fish dies they usually eat it up, clean the sand and glass. I know now there is nothing in the tank to make it filthy but when should I start to get a cleanup crew. I was thinking sand sifting starfish, crabs, and snails especially 1 Nass snail.

When a fish dies in your tank you should take it out, that goes for a reef tank too. What happens in a reef tank is people can't get at the fish, because of the rocks and corals, and they let the crabs eat the fish. You're also going to have larger fish, than most people have in a reef tank, and it's better to remove the fish then to let crabs eat it, as it could mess up your tank.

If you don't have enough food for your inverts to eat they'll die, so it's probably best right now not to add any.

I would leave them for a while and then add. Maybe wait a few weeks. If you start adding them all at once and you happen to get a virus you chance lossing all your fish.
