Sorry for your loss Galantra. Angels especially are very sensitive to poor water conditions. But no one here can answer your questions, unless you give the parameters of your tank. Please run all your test, and supply them here.
I am sure the guys/gals here will try to figuer out what is going on, and help.

How old is your setup?
Have you added anything new to your tank recently? Fish? Coral? LR? LS?
What salinity are you running?
What are your nitrites?
Are you skimming your water?
Are you running carbon?
Temperature? And is it constant or experiencing large swings?

Galantra I can't figuere out why your losing your fish. It looks like all your parameters just right. Did you by any chance introduce a new fish that may have brought something into the tank?
How are the rest of your fish doing now? Remember angels are a bit more fragile then others.

Ph=.25 I am going to take this to be phosphates, rather then PH.

What is the PH & temp in the tank like?

It sounds and has sounded like you've had a parasitic infection in your system. These can be oddballs. For example I can bring someone around a bunch of us who has the flu. Some of us my get sick, some slightly sick and some of us nothing at all. It is the same in your tank, generally speaking if your parameters are good and your fish are healthy it is harder for parasites to take hold. Generally that is true but certainly not always is the case.

You should treat your system for a parasitic infection immediately. Remove any fish from your tank that are left and put them into quarantine tanks where you can closely monitor and inspect them. Once you discover the source of your problem you can begin to treat it.

Fritz is correct about getting your fish into a QT. Not sure about whatever is going on being parasitic. The red dots you mention on your Angel (possible hemorrhaging?) lead me more to believe it's bacterial, but again without further info or pics, it's almost impossible to suggest what to do to help your fish.
Do they have a lot of slime on them?
