Can Iplumb and external bubble magus or reef octopus skimmer using a maxijet or ehiem as a feed pump to a non reef ready 40 gallon breeder. I was going to build a shelf next to and above the aquarium for placement.

I don't see why not, as long as the output is directed back into the tank. The one possible problem you might encounter is micro-bubbles getting into the display tank since you do not have a sump to baffle the bubbles.
