Well... That's kind of up to you. What do you want to run in the sump? Size skimmer, reactors, ect? That's all your choice. Fuge, rubble rock, that's all up to you if younwant to have a sump. Is it large enough? Well yes. Or maybe no. You tell us :)

All i want to put inside is 1 chamber of live rock a skimmer and a return pump

Just curious, but why do you want a chamber of live rock in the sump?
They tend to turn into a detritus trap and you should have enough live rock in the DT to provide bio-filtration.

Ideally you also want your heater and any reactors you might be using in the sump.

Do you know how to lay out the sump so it performs optimally?
Are you using glass baffles?

Bioballs should not be used in a sump/reef tank anyway.
Live rock is not a 'usual' addition to a sump, though some folks do add it there.
Most commonly you might find a fuge (refugium) in a sump where additional pods can live/grow.

Here is a whole bunch of info on sumps and the best way to design them.
btw - when you use a glass tank as your sump, you should use glass baffles as dividers..they are installed using aquarium silicone:)

+ 1 on the 40b not fitting well in a 125g stand if it is a 18" wide tank. The 40b is also 18" wide and with the inside support of the stand it will not fit. The 33g i believe is 12" wide that would work pretty good. A 55g sump would probably be to tall in your stand. Which will make it very hard to install or remove anything in the sump once it is installed under your stand if that is were your sump will be.

a 33 or 40l should be enough. if you have a bit of extra cash you could always get CustomKing (jeff) to make you one if he is still doing it. he has made a few sumps for me and they are always well made and pretty affordable.
