Drinking Water Storage Tank ?????Help

I have a drinking water attachment for my RODI unit.
I need to re pressurize the storage tank.It needs to be in the range of 7-10 psi.
Question Do I recharge tank with water out valve open or closed?
I'm hoping for a quick response to this because I'm right in the middle of it.

You need to do this with the water pressure off and the tank drained.
