Ya, I used to have a wet dry. Really a wet dry just turns into a standard sump, hard to control flow in it.

The only way to control that is to put another piece of acrylic after the last baffle. My one question is. Is their enough room in that sump to handle a power down.

I would be worried about that in a power outage? What size tank is this on?

the water is not flowing over the baffle but under it instead... then it connects to another tank that has my return pump and skimmer

Okay I got it, to solve your problem you just have to drill a 2" hole on the this baffle wher the lower part of the water meets it.
you just have to find another place for the heater

You can leave the rubble their as long as you run a filter sock, you don't want detritus to build up in that chamber.

The filter sock will definitely help with the bubbles. The water will no longer splash, it will flow out of the sock. Get a few felt ones so that you can clean them when you change.
