Do you mean that with the cup all the way up high you get no skimmate, but with the cup lowered all the way you get a watery skimmate? (Place it mid way and let it run overnight) You want to tweak it to where it skims, but stays wet. Here's a response from Aqua C when I had a similar question:
"Hi Fred,
Thanks for the message, I can help you out. The Remora (or any skimmer, for that matter) will definitely perform much better when the collection cup is clean. I have a feeling that your relatively low bioload in conjunction with the height the cup is set results in a very dry, very concentrated foam and skimmate. Unfortunately, there is no way to prevent contact between the foam and cup, so wastes will be deposited on the inside of the collection cup tubes. Lowering the cup will result in a wetter foam, which will tend to deposit less wastes on the cup than a very dry foam, which can be best described as "sticky". Although the skimmate produced is lighter in color, it isn't really collecting any less wastes. The waste you are collecting is just more diluted. In fact, it has been suggested that a wetter foam removes more organics, since some organic molecules may be washed away as the foam drains when creating a dry foam. Either way, you should be collecting about the same amount of wastes, but the volume (and therefore, concentration) of skimmate collected will differ. However, collecting a wetter foam should allow you to collect waste continuously, so you will probably collect more in the long run. Thanks again, and let me know if you have any other questions!
