Im an electrician one of the first things you should check is if youre outlet has ground. Grounding any motor will keep from "stray volts". To test for this you can go to home depot and buy a outlet tester. You can just plug it in and it will inform
You if the outlets properly grounded. If not properly grounded you need to have an electrician check the outlet. The next thing you need to do is check if the plug for the chiller has three prons. The smallest circle one is the ground pron. if it doesnt have this pron there is no way youre chiller can be grounded call the manufacturer and tell them this.

Do you really need to be running a chiller at this time of year?

..and that stray voltage will also stress out your fish.

Be careful! The electricity/water aspect is my least favorite part of this hobby :(
