So yea i got one but im not sure if its on how can i tell and i dont want to touch it because yea what if i die and not takin the risk its been about 4-5 hrs since its been plug to the wall lmk thanks

well if you touch the water and you dont get a shock then you know that it is either not on, or on and working correctly. if you dont get shocked when you touch the water, there is no reason that you cant touch the actual heater and feel if it is warm.
What temp is the water currently at, and what temp is the heater at? Don't forget they are problably not calibrated the same (tank thermometer and the heater).
Is there no light on it? like other brands?
