I hope you didn't put ice directly into the tank but either a frozen bottle or a sealed bag.
You want to first run a fan accross the top of your tank and one in your sump. Also you probably should be keep your A/C running if your apartment if getting to hot. By running the A/C and using the fans you should be able to keep you tank at the right temp, 78-81 range, if not then you should think about getting a chiller.
If possible you should also keep the canop open which was let some of the heat out. The lights that your running aren't that hot so, not sure what pumps your running but that does add to the heat.
