I have a 55 Gallon Tank and just recently purchased a 20 gallon sump. I cannot drill the tank so i must use an overflow box. Im concerened with the cyphon breaking and my tank overflowing. What overflow and return pump should i use? and What measures can i take to insure that my tank will not overflow?

I would suggest the overflow box that utilized the U-tube rather than the ones that depend on the aqua lifter pump.
There is a way to Mod the u-tube that makes getting the air bubble out of there super easy. I will post it here when I find it.
Also use 2 siphon breaks in case a snail is sitting over one of them.
I ran overflow boxes for years with no issue..it can be done :)

As far as a return pump - you want one that will 'balance' with the box itself..they are usually 600 gph, so you want a pump that will provide 600 gph taking head loss into account. Do plan to add a ball valve after the pump so you can adjust the amount of flow from the pump if you need to make any adjustments.
