Fuge Sump question

trying to set up a new refugium sump for my tank. what kind of lighting do i need, don't want to spend too much $$$?

any clip on light from HD should be fine and the 36W flourescent bulbs are like $3-$4

I got the clip on lamp from Home Depot $7 and a 18W 5100k TCP CF Floodlight from lights of america that melev recommends
