RKL/electrical help

I have everything in my tank connected to 2 pc4 RKL. I noticed that when my daylights go out they flicker once every night. Not sure why. Then this morning while lights were off and I was trying to catch babies clowns I noticed my ATO kick on and when it shut off my moon light flickered as well. What could be causing this. Any ideas?

Yeah it happens to my LEDs... when my lights turn off it gives a quick flash.
