So on my frag tank I just got my reef breeders led. Its suspended 9 inches from the tank. (Thats the higest I could go with my light stand I created) once I added some corals it seemed they werent happy. My water parameters arent the issue its the lighting. I had the lights turned higher but now lowered them to 30% blue, and 15% white. Is this still to strong ?

Only a PAR meter would tell you.

Are they LPS, softies, or SPS? Remove the optics and lower the fixture if they still are not happy after a week or so. I find that I get better performance in a mixed tank with optics off, because the light is too intense for some LPS with optics.

How do I remove the optics , like I stated I lowered the fixtyre to 30 %b and 15%w. Its all zoas really and a bubble anenome but how low should I go?

You would need to open the fixture and unscrew the board. The optics twist off easily.

Lower the height of the fixture with optics off if needed, because it will spread the light out further and may spill outside of the tank.

You should be able to be at 50-50 intensity within a week, higher within 2. With optics off I run at 100% for 3 hours during the day through 24" depth.
