Idk, they might not need it but they definitely feel more comfortable on it, especially wrasses and some gobies.

+1...in my BB QT they have no problem finding and USING the 'sand box', so I'd have to say that, it is their preference!

No they don't but common sense would show that they are. If a wrasse is scared, he almost always bury himself in the sand. Some gobies like to sift through sand. In a bare bottom tank, wrasses will not be able to hide like they do in natural reefs and gobies will not be able to sift. Hence, with the presence of sand, they will feel more comfortable.
