Fiesty eel, Picky Pork puffer, Shy trigger? Open water

It has been 2 weeks since my new tankmates have entered my tank. My eel who is fiesty decided to go up the overflow and into my sump. I now had to put canvas screen over the overflow and egg crate light covers on top of the tank. This eel also tries to fight with my powerheads. I need to do something to make the top of my tank more eel proof.
My porcupine puffer even after a water change is still finicky with eating hasn't eaten in days I tried feeding him baby clams, krill and placing it near his mouth but he runs away from it even dipped in garlic. I have to try and look for live shrimp as others suggested but what if that doesn't work?
My trigger after a week and a half of hiding in the back is finally venturing out.

You can make a diy screen cover and try the 3m tabs to secure it down all around the tank. Or Velcro strips

what is good to use as a cover? I have light diffuser up there now but eel can get through if it tried.
