I had the same problem, so I did all the stuff at homedepot. Just pick out your pieces, be really nice (or tip) one of the guys, and he'll make precision cuts for you.
Then all you need to do is screw everything down.

OR you can get creative and stretch/staple table cloth over the stand.

It all depends on who hangs it, The real housewives of Jersey or Kim Kardashian.

I'm just thinking simply and if all you have is an electric screwdriver/drill, you can measure the panels, get it cut at homedepot, and mount them using kitchen cabinet hinges.

If it's a steel stand you can use one of these tools. They're called rivnut tools. You drill a hole the right size for the rivnut to slide in and then with a wrench you tighten a drive bolt and the rivnut mushrooms behind the metal and pulls it tight to become part of the metal you put it in. Then you have threads for lets say a 1/4" bolt to screw in. Drill the skin to countersink the bolts to be even with the outside of the skin and its easy to take the panels off and re install them. Of you ever want to redo the color of the skins or replace them just drill out the new ones the same way and install.

We use them for rf bonding all of our vehicles doors and hoods/trunks to the body in my other hobby.

I use to use the tool jimmy's talking about at work to mount truck mirrors, they work ok.
i would drill straight thru the metal tubing and screw the plywood from inside, make sure its the right length so it doesn't go thru the ply wood.

Unless you are planning on breaking down the tank... it's going to be fairly difficult to skin a stand while it's being used.

This is false, you can skin it while the tank is up and running. Personally I like the magnets better. They are cheap and allow the entire skin to be removed if needed. Look into circular earth magnets.
