How to clean sand?

I have small rocks and a bunch of shells I want to remove. I want to make my sand as fine as possible and add more over time. My question is do they make anything that can scoop out small rocks and leave the sand?
I had an idea molding chicken wire into a basket but rather not put metal in my tank even though it's for a min at a time.
I plan on doing this over a couple of week period to avoid any spikes.

I use a reptile sand cleaner. They usually make them in some type of metal but you can find plastic online. Works great. I use the metal in my reef tank with no adverse reactions

I would think that any $1 store would have a child's 'beach toy' set, that has a plastic sand sifter along with shovel and pail...might even have something in 'pots & pans' dept.

Yeah thats what I have custom. Works awesome and you can shake it on in tank. Minimal sand storm
