By which one is the best
Best is a subjective term. It is not something which a calculation can be used to determine. Wouldn't the only logical answer to my question be how is the best picture determined.
Determined the key word in my question. From dictionary.com.
Another way of asking how is the winner of photo determined? Is how is it decided what picture will be considered best?

It is not over anyone's head. Photo of the week by definition is the best photo of the week. By using best photo instead of photo of the week doesn't change the meaning of the question. Also the word determine refers to the process by which.
How is the winner of the snowboarding half pipe determined? An appropriate answer will be the highest average score of the 3 judges win.
This is not an appropriate answer. The best snowboarder wins. This is because 1) Best is subjective 2) If there was a best they might not win because they did not perform the best. This can be do to outside factors.
You tried to pull something similar to the may I go to the bathroom? Can I go to the bathroom? word play. I phrased the question in the proper way. No matter how you try and nit pick words your attempt at a joke was lame at best.

I think its irrelevant. The thread only recently got bumped and before that was active in July..that was a cursory scan so I might be wrong. As its not a contest there is no best. Just because the title is photo of the week doesnt make it best of anything. It means it was a good enough photo to be on reefs.com that week.
The Photo of the Week thread is a very old thread from back in the day when we would post one of them per week on the first page of the site before the layout was changed to the current one. It is not being revived.
The thread is no longer used here (and was never used on Reefs.com to acquire pics), but we don't delete older discussiion type threads. Some folks still post on it and there are a lot of great pics on there.
One of our Mods (since retired from here) who was a knowledgable photographer chose the photo to post each week.
