ok I lucked into an eBay listing that has bioluminescent algae. I asked the seller if this reef safe and he said yes.
that actual strains are listed Pyrocystis fusiformis, Pyrocystis noctiluca and Pyrocystis lunula algae in stock.

could this be added?

I have no idea but curious how it turns out. I would guess it wouldn't be different than other types of plankton. It does occur in naturally in the environment. If you are worried start a little side tank with a few damsels and a few frags.
