fuzzy things on rocks

I have a 72 bow front reef tank that I just started 2 months ago and I had this problem since it started and dont know how to fix it. It looks like fussy little hair strings on some rocks. Some of it blows off with a turkey baster but its not going away. All the fish are fine and levels are ok its just annoying and not fun to look at. Has anyone else had this problem or know how to fix it? Thanks! I attached a pic to show what it looks like

My guess is hair algae. Phosphates are prob high.

Phosphates are fine. I just checked em and they were .25-0
