Cleaner wrasse

Hello everyone!
i got a new cleaner wrasse, but he is always on the water surface, not going down, what can i do?

unforunately many don't ship and acclimate well so just leave it alone and don't stress it out...keep trying to feed it small meaty foods...it probably won't take pellet or flakes right away..GL
