Im not really to happy with my 54 g corner tank and been interested in going back to a plug and play possibly a 40g nuvo. Question is it safe to transfer water along with my corals and fish or would i have to start the whole cycling process over again

Water has nothing to do with biological filtration (well little). I would actually use mostly (50%-75% new water) when you transfer over. What is most important is your sand and live rock. However once you stir up the sand you are releasing all sorts of trapped badness. Probably best to rinse the sand in some of that old tank water you won't be transferring over before putting it into the new tank. You may also experience a mini cycle after the transfer but done right it shouldn't be too much.

I just trafered my 90 to 125 last week. I suggest new sand or rinsing old sand but all the rocks and about 80% of water if the quality is good. Once filtration and heater is running transfer corals and fishes...trust me on this, part. I put mine in a container with heater and powerhead over night and lost quiet a few pieces. Good luck!
