frozen food that thawed / refrozen?

So our power went out on Saturday around 7 PM, it came back on like 8:30 PM. Well in the process we had unplugged one of the fridges in order to use the surge protector it was plugged in to to distribute power from the generator.

I forgot to plug the fridge back in to the surge protector and just realized it now.

I had frozen fish food (all in cube portions) that thawed and I just realized it now at 4 PM Monday. Is the food still good or should I toss it and go buy all new food?

if it was still cold [fridge temp] i would refreeze it. if it was room temp then chuck it.
