Think someone sold me used purigen. How to tell?

Is it supposed to smell fishy when brand new?

Does the seal often come off with the cap on first open?

I recently bought a bottle of purigen. First time I am using it. The stuff smells something awful. Also, if i remember correctly, the purigen tuns brown when exhausted, but can be regenerated by soaking in bleach.

Don't recall if the seal pulled off when i opened the bottle, but that has happened to me before with other similarly sealed bottles.
