biocube 29 fuge/pod question

So I'm running the media rack and fuge basket in the back...skimmer to filter floss to chemipure to phosban into fuge basket...followed by another square of filter floss in chamber 3 before return pump to stop chaeto bits and other matter from being shot back into the dt. I added copepods and amphipods to the fuge area....i can see them in there, but none seem to be getting into the dt...should i remove the last filter floss in chamber 3? Should i wait until they really multiply?..should i just leave it alone?

second that question. I got the eshopps refuge sump but they have two layers of filter sponges going to return pump area. How are the pods etc supposed to get through?
I'm taking mine out.
