any reviews on NYOS cement

any reviews on NYOS cement?
About to do some landscape make over this weekend.
my main concern is if this works underwater. well

It is tough to use under water. It breaks up way to easily. When used out of the water it works amazing. You would only need to have the rock out for a couple minutes.
