First can a 54watt bulb be used in a 80 watt retrofit?
Second can I cut a 60" retrofit and use it as a 48" ? I saw online that ballast are not only made for watt but also length of bulbs not sure how true this is.

Why don't you ask the manufacturer? I'm sure they know their products, best...

I think you're better off contacting the manufacturer. Messing with that stuff could
be dangerous.
