I have a 65 gallon reef tank am running a fluval 306 canister filter also have live rock and reef octopus skimmer will I be OK if I remove filter and only use skimmer and live rock

Depends on how much sand and how coarse it is, and how much rock and how porous it is, as well as how much bio load.

Without a sump you're left with little choice. They don't skim from the surface as an overflow does, which in a saltwater tank is a down side. You can minimize how much nitrate builds up, therefore gets released, by using a good media, like marinepur, and rinsing half that media every month or so.
