Nuisance caulerpa

I have grape caulerpa that I cant seem to get rid of no matter what i try. Manually removing, emerald crabs, hermits (blue, red, zebra, scarlet, electric orange and electric blue) took rocks out and scrubbed with hot water. It comes back in a few days. Nitrate is 3 and phosphate is undetectable (salifert test). Tank is 30xh gal, so no tangs. Anyone have any idea or suggestions to help?

water changes with manual removal, crabs, AND reduced photosynthesis periods seem to work.

when you remove be it sure to scrub the rock with a toothbrush so their are no roots.
