help needed 660 wiring

hi guys. im officially stuck wiring my t5 4 bulbs retro
the problem is. when i put a diagram as it shown and try to plug it in - just two bulbs goes ON for a split second
i contacted icecap and they told me that ballast detecting open circut
and i need to run a multimeter or similar.
im looking for an advise or help putting this thing together. let me know if i can help you with anything in return
