The Ballast Has A Blue And A Yellow Wire And The Socket Has A Black And A White Wire. Which Wire Connects With Which? Thanks.

i wired mine Blue + Black and Yellow + White but I don't think it matters either way

MH bulbs does not have polarity. Either way is fine.
