Usually the greater the intensity the better the growth though usually even a simple NO fluorescent will be fine. I don't personally subscribe to the 24 hour light cycles others do because my refugiums are not simply to produce algal growth and I prefer a more natural light cycle.

I have a 5500K 175 Watt MH over my 29 Gal refugium and run it 24/7. Algae sure seems to love it, and over time, the bugs have adjusted... they're just out all the time now.
I've run a 10K lamp on the tank before, and liked it much better. Just too cheap to spend that kinda bread on a refugium lamp.

What size refugium are you going to light? Typically compact fluorescents will give the most light in the space available, but if you have a large refugium the lighting options are as diverse as for the reef tank.

FWIW, I use a 65w, 6500k compact fluorescent over a five gallon refugium. The Lights of America or Lumark fixtures from your local hardware store are your best bet for high intensity, cheap lighting ($26-$35). Growth in macroalgae is visible daily.
