I sent a water sample in to my household water testing company and he gave my calc in mg/l.

What is the desired level in mg?
He also gave me calcium in mg/l at 481. Is this what I want?

I assume mg/l= miligrams/liter, correct?
What is meq/l?

Do you see any other concerns other than high nitrate, which I am working on.

Results:

Nitrate 22.4 mg/l
Phosphate .11 mg/l
Calcium 481 mg/l
Magnesium 1449 mg/l
copper .012 mg/l
Iron .034 mg/l
Calc 7166 mg/l
Calc 419 grains/gal

Alkalinity conversions can be found here. That 7166 looks like a massive typo, or your testing company messed up somewhere. 166 mg/L is a much more believable number.
