Peppermint Shrimp

Hi, I have a 12 gallon tank with two damsels and a clown. I also have two peppermint shrimp. Whenever I feed the fish, the shrimp swim to the top of the tank and eat some of the food as well. They primarily do this when I feed flake food, and seem to not have this behavior when I feed frozen brine shrimp. I'm wondering if this is normal, or if this behavior is due improper feeding. Thank you
