That is a very small system for an anemone, and I would not recommend it. Why don't you go with a 20g tank or something instead? It's not much bigger.
With that said, to keep an anemone in a small setup with inadequate lighting will be difficult.
The species you will have the most success with is the captive raised clonal form of the Bubble Tipped (E. quadricolor). You will need to feed it often, and this could be a problem, as a lot of waste will be produced so keep that in mind.
