Question Of heat and lighting

Hi,
Right now I have a 2x36watt and a 4x36 watt PC fixure and I also have some NO ballasts lying around.Should I use both the PC fixture on my 65g together with 1 or 2 NOs?

I'm thinking of using the NOs just for actinics.Are PC actinics any good?I am also worried that the silicone might not beable to take the weight of both the fixtures for long.They are just placed directly on top of 2 pieces of silicone-sealed glass that run along the topwidth of the 3ft tank.
Temperature wise,do PC's run hotter than NO's?I dont think theres much space for fans.The lights are 3-4" above the water surface.

The more lighting the better so I would try to support all the bulbs in a sturdy manner. They will give off some heat but you can offset that by increasing evaporation rate. If you cant fit fans increase the surface tesion.
