Is it possible to get a reading "0" from drinking water that came out of an RO system?

You mean coming from the OUT line?
Yes, it should read 0.
IN line I normally get 24-28 ppm

If the water entering the system is clean enough, it is possible an RO only system would produce 0 TDS water.

My TDS reading is "0" after it is filtered through the RO.

Some units have what's called an RO bypass which allows toe water to be filtered through the membranes, including the RO, but eliminates the DI resin chamber from that part of the filtration.

SO, if I understand your question correctly, it IS possible to get a TDS readin of "0" from your RO bypass.
