It took me a while to figure out what the heck a Royal Dottyback was, I gather you mean Pseudochromis paccagnellae. Yes, they are that aggressive and yes with the fish you have I'd suggest you remove it, though trying to remove it from a reef tank is a problem in itself.

My Royal Dottyback chases around my Coris Wrass and Yellow Headed Jawfish. Is this normal for this species, will it stop, is it overly stressfull for the other fish, should I return it to a LFS?

They are agressive. My royal dottyback has calmed down a bit but is still agressive towards other fish during feeding.

I guess I got lucky I added mine last and all the other fish are bigger then he is

If you can't net him out, try rearranging the rockwork to re-establish territories. This helped tone down my friend's dottyback enough that the other fish could deal with it.
