Despite having 250lbs of live rock, changing 100 gallons + per week, denitrators and a minimum feeding regime (twice per day albeit with a large number of fish) I can't get my nitrates down below 10ppm. I'm looking at building an algae scrubber refugium but any other ideas for removing nitrates? phosphates are always less than 0.02 ppm, so why cant I reduce the nitrates?

How about a sump with a ton of macroalgae and some mangroves in it?

You can get mangroves from ebay. They are supposed to work wonders.

Maybe a seperate sump chamber with some miracle mud (I know it may be dirt, but it supposedly helps reduce nitrates).

Do you have a DSB?

I think only corals are sensitive to a nitrate count like that, but I don't know what animals you have.

Oh, and maybe stop adding fish...

Do you have a deep sand bed? Did a world of help for me. 3.5" of sugar sized argonite. Also have you verified your test with another test kit?
