I know about brass that is in contact with the tank water, but I want to know if I can use a brass needle valve on my skimmer to regulate the amount of air that goes into the skimmer.

hi.
If you can make sure it never touches water, go ahead. You be surprised, I can tell you.

A plastic one is only a few dollars...

GM,
I make a conscious effort to insure NO metal ever comes into contact with my reef. Even small amounts of Copper can wipe out the inverts in your tank. Fairly recently, I read a reefer's lament on his new large show tank that had been plumbed with a bronze fitting. He lost all of his inverts and dumped all his live rock and substrate to eliminate the future hazard from his system.
