Just be patient with it. You will eventually have it every where. Unless you have enough power heads make sure you prioritise where they are needed. I have two and my priority is the surface gas interchange. I have my powerheads making the surface area move as much as possible while making sure I have very few dead spots.
To check the circulation in your tank and see if your water colum is just riding the glass and little over the rocks do the following.
Elevate your return pump if it is a submersible to where it sucks air. This will fill your tank with millions of tiny bubbles and allow you to adjust your power heads for maximum current distribution.
If it is an inline return pump attach the air tubing to the power heads to draw air in the tank. This does not create as much air bubbles as a return pump sucking some air but it works.
