When they adjust, they'll start cruising around. Wiggle your finger in the water and see if they come up and clean it. Eventually, they will, unless you have somebody in there who attacks them when they are swimming around on the surface.

I kind of have the same problem. My cleaner will come out and cruise the tank, but won't approach me or any of the fish. No one is attacking him, he is growing like mad, sheds once or twice a week. I think he is just a lazy rock potatoe that feeds off food that floats by, so why bother doing anything to get more?

How many others have had theirs scare the sh*t out of you when you are cleaning the tank and it grabs you???? Mine is voracious when the food comes out and always hangs by my anemone when it's feeding time. It knows I always feed the anemone and he waits and steals the food.

I have had a pair of cleaner shrimp for a few months now. For the first week or two they were a bit shy, but now forget it. If I put my hand in the tank to do any kind of maintenance they are all over me. Sometimes I have to chase them away in order to be able to finish what it is I am doing.
Also one of the little guys is so bold at feeding time that he swims to the top of the tank and paddles around at the surface until he gets a piece of food.
These guys are really interesting to watch, and once in a while I catch them cleaning a fish.
