Brown algae problem

Just posted this question in another area (sump). Anyways, I have had a 5&1/2 gallon tank setup for dwarf seahorses for about 3 months. Utilizing information i've learned alog the way for reefs. I have a retro pc on the tank (32w pc retro fit). I have brown algae starting to grow everywhere. Is this to much light? I NEED TO KNOW IF I'M DOING SOMETHING WRONG, OR IF THIS IS NATURAL? Should I be doing something different? I use for now store bought ro water. 1 gal. water change a week. Have small (1&3/4")pump. Please help.
