Has anyone tried to make a seaswirl

I was wanting to know if anyone has tried to make a device equal to that of a seaswirl. I was thinking of using very flexable hose and something made of plastic. If I could limit where the hose could move by the plastic then it would be a very randium pattern of water flow. I would just have to make sure that the hose would not spray outside the water.
