What sort of weight of live rock/ocean would I need for a 4 X 2 x 18" tank.

I am not using live rock as filteration so I was thinking of using ocean rock underneath the live rock to reduce cost.

Ian,
I'll try my hand at your question but remember it's just my opinion.

If your not going to use LR for filtration as you stated, then really you can use any amount of LR you would like.
I would suggest something like a 1/2 to 1 pound of LR per gallon of water. Ofcourse I really like the look of coraline covered LR so you're getting advice from someone a little biased.
Using base rock is fine but you could also just add a raised egg create platform a few inches off the tank bottom and stack your LR on top of that.
There are many DIY ideas on this forum and other places on the net that can help explain how to do this.
