Wiring PC Endcaps

I just received my moisture proof endcaps from hellolights and am going to wire them into a workhorse 7 ballast. I am alittle miffed though, The endcaps have four wires coming down the cord. Are they two hots and two nuetrals. Has anyone ever wired these to products together and wouldn't mind helping me out.
