this is a hard question because species listed as hair alge eaters sometimes dont and some species that dont some times will so there is only 2 things that i have seen eat it and that is a sea slug called a sea hare and i have a bahaman sea star in my fish only tank that is 12" across and it eats everything lol.

Take out the rock and scrub it. Use RO/DI water and a good skimmer.

That works....

There is no other way around it. Do it right the first time. You could waste months with fish that "might help" your hair algea problem, but you truly should pull the rock and scrub it!

I am speaking from experience.
