When is a new system ready for fish? 2-3 weeks like freshwater? When the ammonia and nitrate is 0?

When you no longer have ANY ammonia or nitrites, you can VERY SLOWLY start to add fish.
Makes sure to keep watching for any sign of either ammonia or nitrite .
Do not add any large fish to a new system and do not add any small fish, if you have any trace of ammonia or nitrite.

If you don't have any beginner books, I'd HIGHLY recommend you purchase one for reference. Our Recommended Reading book list has a number of good beginner books. Check them out:

If you don't have the $$ to purchase any of these books, head to your local library and look for it there. If they don't have any of these books, ask them to get you one or two of them in on interlibrary loan. My library does this for me with no problem.
