Over on this side of the pond people are generally using a deep sand bed (DSB) as well as live rock. 4-6" of fine, sugar-grained sand ought to do it. Aragonite or silica is fine, many prefer the white aragonite that you can order from Caribsea, or others.
The general rule of thumb, which isn't a rule at all, is 1lb. live rock per gallon of water. Plus or minus, but that should give you an idea.
As for skimmers, check out the Myreef, Lifereef, or maybe one of the big Aqua-C skimmers. Those are three of the best, I'm sure others will have more ideas. I have a Lifereef now, and LOVE it.
All of these can be ordered online, and I would think they'd ship to the Isles.
Are you keeping a reef tank, or a marine fish only? If you want corals, of course you'll have to get some good quality lighting.
To get started, I HIGHLY recommend John Tullock's Natural Reef Aquarium. It's the bible for any beginning reefer.
